Judgment of the Court of Appeals for Veterans Claims denying claimant's request for fees under the Equal Access to Justice Act (EAJA), and reducing another request, following claimant's successful resolution of litigation against the government, is: 1) vacated in part as to the first request, where the long delay in actual payment of claimant's attorney fees was not justified; but 2) affirmed in part, as to the later award, which does not involve an issue of payment delay, and the Veterans Court did not err in its approach as to the reasonableness of the fees.
