Itochu Building Products v. US, 13-1044
Dismissal of plaintiff's challenge to a ruling of the Department of Commerce as to the effective date determination of its antidumping-duty order applicable to imported steel nails, is reversed and remanded, where the Court of International Trade abused its discretion in requiring exhaustion of administrative remedies which served no discernible practical purpose and would have risked harm to plaintiff.
