The Veterans Court holding that diagnostic code 5201 only allows a single disability rating for each affected arm is affirmed, where: 1) the plain language of diagnostic code 5201 governs; and 2) diagnostic code 5201 only allows a single disability rating for each injured shoulder even though claimant's shoulder manifests limitation of motion with respect to both flexion and abduction.
