Kyhn v. Shinseki, 12-7003
The United States Court of Appeals for Veterans Claims erred in denying claimant's claim for service-connected tinnitus, where it lacked jurisdiction to rely on affidavits that were not part of the record before the Board of Veterans' Appeals', and therefore the decision is vacated and remanded.
