Deloach v. Shinseki, 2011-7166

The Court of Appeals for Veterans Claims correctly concluded that remand rather than reversal is the appropriate remedy, where the Board of Veterans' Appeals' decision lacks an adequate statement for its bases or, as in this case, the evidence of the record is inadequate, where the Board denied the claimant-veterans entitlement to service-connected disability benefits, but failed to adequately explain its reasons and bases for the same.
