Decision by the United States Court of Appeals for Veterans Claims denying entitlement to an effective date prior to July 29, 2002, for claimant's service connected contact dermatitis and latex allergy, is vacated and remanded, where the Veterans Court did not apply the proper legal standard for determining whether the Veterans' Appeals Board had correctly identified the date of claimant's earliest application for the benefits attributable to this claim.
