In plaintiff's dispute against the Postal Service arising from a contract for renovation and alteration of postal facilities in the U.S. Virgin Islands, the decision of the Postal Service Board of Contract Appeals (Board), is reversed and remanded, as the Board's ruling that plaintiff was not entitled to recover the balance of the amount claimed because it had failed to demonstrate that the costs at issue were incurred as a result of the change order, was based on an error of law and not supported by substantial evidence.
