Semper v. US, 12-5003

In a probation officer's suit for wrongful termination, the Court of Federal Claims' dismissal of the complaint for lack of jurisdiction is affirmed on the ground advanced by the government, that under the Civil Service Reform Act of 1978 (CSRA), plaintiff was classified as a member of the "excepted service," and as such the CSRA forecloses his right to seek review of his termination in the Court of Federal Claims.
