The Department of Commerce's antidumping duty order on certain stainless steel plate coils from Belgium is reversed and remanded where the Commerce's final scope ruling is not supportable since it is contrary to the plain language of the order, as the plain meaning of the orders regarding the 4.75 mm thickness is a reference to actual thickness of products subject to the orders.
