In a veteran benefits suit, the United States Court of Appeals for Veterans Claims affirming a decision by the Board of Veterans' Appeals denying petitioner a lower copayment for his prescribed medication, is affirmed where: 1) 38 U.S.C. section 1722A(a)(2) is ambiguous; and 2) the VA's copayment regulation, 38 C.F.R. section 17.110, is reasonable in light of the ambiguous statute.
