Price v. Panetta, 2011-1437

In a suit brought by a former employee of the Department of Defense seeking a bonus payment that was denied because he was no longer employed on the payout date, the judgment of the district court in favor of the Department of Defense is affirmed, where: 1) the district court had jurisdiction under the Little Tucker Act, as the statutory scheme at issue was "money-mandating"; and 2) the Department of Defense was entitled to adhere to its consistent practice of designating the first day of the first pay period of the year following the appraisal period as the effective date for the bonus payout.
