In an appeal from a judgment of the trial court sustaining an administrative determination as to the surrogate value of certain imported fish and an assigned financial ratio calculations, 19 U.S.C. sections 1673, 1677(35)(A), judgment is affirmed where Commerce's refusal to make a ministerial correction does not constitute an abuse of discretion when the alleged mistake was discoverable during earlier proceedings but was not pointed out to Commerce during the time period specified by regulation.
