In a dispute arising from an application for supplemental attorneys fees under the Equal Access to Justice Act (EAJA), 28 U.S.C. section 2412, judgment of the trial court denying application is reversed where court misinterpreted the EAJA because where a party is partially successful, the EAJA permits award of supplemental fees commensurate with the degree of success.
