Menegassi v. Dept. of Veteran Affairs, 2010-7091
In an appeal from a decision affirming the denial of a claim for entitlement due to post-traumatic stress disorder connected to service in the military, judgment of the trial court is affirmed where erroneous determination by court that the post-service opinion of a mental health professional cannot be used to establish the occurrence of a stressor under 38 C.F.R. section 3.304(f)(5) is harmless.
