In a jurisdictional dispute arising from a petition seeking judicial review of an expunged administrative publication issued before the establishment of Court and which promulgated procedures governing disability claims based on exposure to Agent Orange, petition is dismissed where Congress did not intend reviewing authority of Court to be retroactive under 38 U.S.C. Section 502.
