In a case involving the standard of deference Commerce is entitled to in its 19 U.S.C. section 1677(35) interpretations, judgment of the trial court is reversed where Commerce failed to adequately explain its inconsistent practice of zeroing certain negative values when calculating duties in antidumping investigations and administrative reviews.
