In a dispute arising out of a Navy contract for the development and delivery of Digital Modular Radios, final judgment of the Armed Services Board of Contract Appeals, holding that General Dynamics C4 Systems, Inc. is entitled to damages, is reversed where the Board abused its discretion by denying the Navy's equitable estoppel defense.
