In a case concerning the obligation of a court to remand a case to an administrative agency when new evidence indicates that the agency's proceedings were tainted by material fraud, the ruling of the lower court is reversed where the Court of International Trade abused its discretion in declining to remand this case to the Department of Commerce regarding an antidumping duty order issued in 2004 covering floor-standing, metal-top ironing tables and certain parts thereof from the People’s Republic of China.
