In an appeal of a Court of International Trade affirmation of a Department of Commerce decision regarding the dumping of antifriction bearings: 1) plaintiff-appellant JTEKT Corp.'s appeal of anti-dumping order is denied as Commerce's decision can be discerned despite absence of discussion; and 2) defendant-cross appellant Timken's appeal of recalculation of anti-dumping margins is affirmed and the decision vacated and remanded where Commerce's reasoning cannot be discerned and deviates from established past practice.
