A decision of the United States Court of Federal Claims holding that it did not have jurisdiction over plaintiff's claim for a refund of antidumping and countervailing duties paid to customs is affirmed where the Court of Federal Claims properly found that it lacked jurisdiction over the claim, and the court did not abuse its discretion in denying plaintiff's motion for a protective order.
