A decision denying a former spouse's request for survivor annuity benefits under the Civil Service Retirement System is affirmed where, although her former husband continued acceptance of a reduced annuity following their divorce, he took affirmative steps to discontinue survival benefits for petitioner, and such actions were fundamentally inconsistent with an intent to continue to provide such benefits.
