Willis v. Gov't Accountability Office, 05-6003

The fee-shifting provision of the Civil Service Reform Act grants the "prevailing party," not the attorney, a legally protected interest in claiming attorney's fees. An appeal from a decision of the Personnel Appeals Board declining to award the full amount of attorney's fees requested by an attorney and her former client in a proceeding is dismissed where the attorney lacked standing to contest the Board's decision.
