COOK v. PRINCIPI, 03-7041

Plaintiff's appeal from a decision of the U.S. Court of Appeals for Veterans Claims is dismissed for lack of jurisdiction. The Veterans Court's compliance with its jurisdictional statute cannot be reviewed here without reviewing the application of the law to the facts, a matter excluded from jurisdiction.
