The Merit Systems Protection Boards' denial of plaintiffs application for a survivor annuity is reversed where defendant failed as a matter of law to provide adequate notice to plaintiff's late ex-husband that he needed to take affirmative steps to provide her with a survivor annuity following their divorce.
