The Court of Appeals for Veterans Claims' interpretation of 38 C.F.R. section 20.1400(b), as foreclosing a "clear and unmistakable error" claim on a Board of Veterans- Appeals decision after the underlying issue has been adjudicated by a court, is affirmed.
