In a Fifth Amendment regulatory takings case alleging the government's enactment of legislation relating to low-income housing programs that breached contracts between the plaintiffs and the US, the trial court erred in its determination that plaintiffs did not possess protectible real property interests and thus presented no compensable takings claims.
