The Court of Appeals for Veterans Claims decision directing that specially adapted housing benefits be awarded to plaintiff, a disabled veteran, is affirmed where Congress directly addressed the issue presented in this case and intended for persons disabled by VA medical or surgical treatment to be eligible for specially adapted housing benefits under 38 U.S.C. section 2101(a).
