FIREMAN'S FUND INS. CO. v. ENGLAND, 00-1420

A Board of Contract Appeals action, dismissing the portion of claims relating to delays before a takeover agreement, was a final decision giving rise to appellate jurisdiction, and dismissal of the pre- takeover claims was proper where a surety was not a "contractor" under the Contract Disputes Act.
