CHRISTOS v. US, 01-5051

A government contractor's employees who elected a retirement option with early unreduced pension, acknowledged that this compensation replaced severance pay, and neither the 1992 National Defense Appropriations Act nor the 1995 Workforce Restructuring Plan created any monetary obligation upon the U.S. flowing to these employees.
