Because the Circuit Court's statutory jurisdiction over Economic Stabilization Act of 1970 and Emergency Petroleum Allocation Act of 1973 cases is limited to "issue" jurisdiction, not "case" or "arising under" jurisdiction, no jurisdiction is found on an appeal of a ruling denying attorneys' fees to a group of utilities and manufacturers under those statutes.
