Where plaintiff averred she was denied veterans' preference rights, which resulted in her not being hired by the postal service in 1994, the Board properly determined that its jurisdiction under the Veterans Employment Opportunity Act of 1998 does not extend to events that occurred before October 31, 1998, the effective date of the Act.
