Contracting officers under the Administrative Dispute Resolution Act of 1996, Pub. L. No. 104-320, Sec. 12, 110 Stat. 3870, 3874-75, generally have wide discretion in making responsibility determinations, but discretion is not absolute, so they must state more than a conclusory basis for their determinations.
