Vacated. The National Transportation Safety Board's revocation of an air agency certificate held by a group was set aside because, although they correctly held that the group performed maintenance on jet engines without appropriate technical data, the NTSB departed from its own precedent in finding an intentional-falsification charge without determining whether the group acted with the requisite knowledge.
