Revived Palestinian nationals' claims that pro-Israeli Americans engaged in a civil conspiracy to expel all Palestinians from the Gaza Strip and the West Bank by funneling millions of dollars to Jewish settlements there. The defendants contended that the case raised nonjusticiable political questions and should be dismissed for lack of subject matter jurisdiction. Disagreeing, the D.C. Circuit reversed a dismissal and remanded for further proceedings.
