Elliott v. US Dept. of Agric., 07-5385
In an action under the Freedom of Information Act (FOIA) to compel the U.S. Department of Agriculture to disclose blueprints to buildings located on an agricultural research campus, summary judgment for defendant is affirmed where the information sought constituted matters "related solely to the internal personnel rules and practices of an agency" under FOIA Exemption 2.
