Landstar Express Am., Inc. v. Federal Maritime Comm'n, 08-1152

In a petition for review of the Federal Maritime Commission's (Commission) order requiring agents of Ocean Transportation Intermediaries (OTIs) to be licensed, the petition is granted, where the Commission does not possess statutory authority to require agents of OTIs who are not themselves OTIs to obtain licenses.
