In an action by a grocery store challenging the Secretary of Agriculture's disqualification of Plaintiff from participating in the federal food stamp program, judgment for Defendant is vacated where the Food Stamp Act required the District Court to conduct a trial on the issue of whether Plaintiff's disqualification was proper.
