In Petitioner radio station's appeal from the FCC's denial of Petitioner's mobile radio licenses, the FCC's order is affirmed, where Petitioner was on notice that the FCC's acceptance of Petitioner's post-default payment did not constitute a constructive waiver of the requirement that licensing fees be timely paid.
