In an appeal from the District Court's order that certain IRS records were not discoverable under the Freedom of Information Act, the order is affirmed, where the materials sought fell under 5 U.S.C. 552(b)(7)(E)'s exemption from disclosure because their disclosure could risk circumvention of the law.
