Grosdidier v. Chairman, Broadcasting Bd. of Gov'rs., 08-5181

In an action for wrongful failure to promote Plaintiff federal employees, the dismissal of the complaint is affirmed, where the Civil Service Reform Act, not the Administrative Procedure Act, is the proper vehicle for covered federal employees to challenge personnel actions by their employers.
