Nat'l Treasury Employees Union v. Fed. Labor Relations Auth., 081015

In petitioner's argument that the U.S. Bureau of Customs and Border Protection (CBP) must negotiate over three union proposals to modify CBP's grooming standards policy, petition for review of CBP finding that the proposals were non-negotiable is granted in part and denied in part where: 1) the CBP has no obligation to negotiate over two of the petitioner-union's proposals; however 2) the third proposal is remanded to respondent-Authority to determine whether it represented an appropriate arrangement.
