Pac. Gas & Elec. Co. v. Fed. Energy Regulatory Comm'n, 05-1401, 06-1422

Petition for review of FERC orders requiring the California Independent System Operator, rather than Participating Transmission Owners like petitioner, to conduct interconnection studies is denied where petitioner had sufficient notice of the requirement based on the issuance of earlier FERC orders in 2003 and 2004, and failed to timely object.
