In a suit brought to enjoin the enforcement of a regulation which brought a corps of unpaid volunteers who assist full-time officers of the D.C. Police Department into conformity with certain regulations issued under the Volunteer Services Act, dismissal of all counts is affirmed where: 1) the suit named the former chief of police in his official capacity, thus a new chief's taking office automatically substituted his name for the former chief's in the suit; 2) the regulation's prohibition of collective bargaining did not, on its face, violate the First Amendment; and 3) the volunteers lacked the statutorily-protected property interest necessary to ground a due process challenge.
