In case involving the disposition of Fort Ritchie under the Defense Base Closure and Realignment Act of 1990, the National Historic Preservation Act, and the Administrative Procedure Act, dismissal of claims for lack of standing is affirmed over claims that defendants violated: 1) the Base Closure Act by failing to re-screen for homeless providers when, on remand, they screened for other interested parties; and 2) the Historic Preservation Act by failing to consider the effects of the property transfer on the Fort Ritchie historic district.
