Hester v. DC, 06-7102

In case involving then-17-year-old D.C. public school student who was convicted in Maryland with whom defendant DC agreed to provide special education services in the Maryland prison but which were not allowed by the prison, judgment for plaintiff is reversed where the district court erred in finding that the agreement contemplated that DC would provide special education services after plaintiff's release from incarceration if DC-s educational providers could not obtain access to the Maryland prison.
