In case where petitioner increased fees charged at an international terminal at Newark Liberty Airport, final decision principally ordering petitioner to issue revised fees and to refund excess fees already collected is vacated to the extent it requires petitioner to pay refunds to foreign air carriers, as Congress intended to limit rate procedures in 49 U.S.C. section 47129 to U.S. carriers.
