Islam Am. Relief Agency v. Gonzales, 05-5447
After government concluded that appellant was a branch office of a Specially Designated Global Terrorist and invoked its authority under anti-terrorism laws to block its assets, district court's decision to uphold the blocking of assets is affirmed as the determination was not unlawful and was supported by substantial evidence in the unclassified record. However, question of attorney fees and request for leave to amend the complaint are remanded for further proceedings.
