Jester v. Gov't of Dist. of Columbia, 05-7183

Award of attorney's fees to prevailing plaintiff in a suit under the Individuals with Disabilities Education Act is vacated and remanded where the administrative hearing and district court proceeding comprised a single action for purposes of IDEA's fee-shifting provision, thus plaintiff was allowed to recover a maximum of $4,000 under a cap included in a DC appropriations bill.
