Summary judgment for defendant, on plaintiff's Freedom of Information Act claim seeking a large number of BOP documents in electronic format, which defendant provided to plaintiff as paper copies only based on prison regulations, is reversed as the statutory language unambiguously requires the records to be provided in electronic format.
