National Treasury Employee Union v. Federal Labor Relations Auth., 05-1405

In dispute involving arrangements between local union chapters and certain IRS regions, where the regions promised time-off awards to employees for volunteering for certain work, a decision setting aside an arbitrator's award favorable to plaintiff union is vacated as respondent did not address ambiguities in the agreements about whether they obliged the IRS to give awards even to inadequate volunteers, and moreover, the record evidence may be in conflict as to the parties' contemporaneous understanding.
